The implementation date of the "method" is expected soon: October 15, 2010.

The new environmental management measures for chemical substances promulgated by the former State Environmental Protection Administration in September 12, 2003 (hereinafter referred to as the original method) shall be abolished simultaneously.

The "new approach" consists of 6 chapters and 52 articles.

There are many differences between the "new method" and "original method". Two changes are worth our attention in the chemical fiber industry.

One is the definition of new chemical substances, the two is the requirement for processing and using enterprises.

"Original method", the definition of new chemical substances refers to the chemical substances that are produced or imported into China after October 15, 2003, and the "new method", the definition of new chemical substances refers to the chemical substances not included in the list of existing chemical substances in China.

The original method is applicable to the environmental management activities of producing and importing new chemical substances in our country. The main responsibilities are directed to producers or importers. The full text refers to a limited number of users. The scope of application of the new method includes processing and users, and a number of contents are related to processing and utilization, including legal liability.

Although our chemical fiber industry is not an industry that produces new chemical substances, we must arouse the attention of all enterprises to the "new approach".

It is learnt that since the implementation of the "original method" in October 15, 2003, the environmental protection department has made 6 additions to the "list of existing chemical substances".

That is, some chemicals may be missing due to various reasons. Our chemical fiber enterprises should have a clear understanding of the raw materials, additives and other chemical substances used by our enterprises, and ensure that they meet the requirements of environmental protection.

This is now an international trend.

A notice of management registration related matters has been issued.

In a series of timetables, the most urgent thing is that the new chemical substances will no longer receive the normal declaration and exemption from declaration procedures since September 30, 2010.

That is, if there is still no declaration on the production, import, processing and use of new chemical substances, only one working day can be declared and registered according to the original method.
